I. Industry Review in 2017

The report of the 19th CPC National Congress identified "persisting the harmonious coexistence of man and nature" as one of the basic strategies for adhering to and developing socialism with Chinese characteristics in the new era, emphasizing the need to establish and practice the concept of "Green Mountain is the Jinshan Silver Mountain". Prevention and control of solid waste pollution is inseparable from the prevention and control of atmospheric pollution, water pollution, and soil pollution. It is an indispensable part of promoting the construction of ecological civilization and environmental protection.


Major policy


(a) The 19th National Congress report


The report of the 19th CPC National Congress pointed out that the legal system and policy orientation for accelerating the establishment of green production and consumption should be established, and a sound economic system for the development of a green, low-carbon cycle should be established. Build a market-oriented green technology innovation system, develop green finance, and expand energy-saving and environmental protection industries, clean production industries, and clean energy industries.


(II) Implementation Plan of Domestic Garbage Classification System


On March 18, 2017, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development jointly issued the “Implementation Plan for the Classification System of Domestic Waste”. (4) "Prohibition of Foreign Garbage Entry, Promotion of the Implementation of Solid Waste Import Management System Reform"


On July 18, 2017, the General Office of the State Council officially issued the "Implementation Plan for the Prohibition of Foreign Garbage Entry to Promote the Reform of Solid Waste Import Management System". According to this plan, by the end of 2017, China has completely banned the import of solid wastes with a high level of environmental hazards and strong public opinions; before the end of 2019, it will gradually and orderly reduce the types and quantities of solid waste imports. By 2020, the domestic solid waste recovery will increase from 246 million tons in 2015 to 350 million tons.


(5) "Guidelines for Environmental Impact Assessment of Hazardous Waste in Construction Projects"


On September 1, 2017, the Ministry of Environmental Protection issued and issued the Guidelines for Environmental Impact Assessment of Hazardous Waste in Construction Projects. The guideline stipulates the principles, contents, and technical requirements for the environmental impact assessment of hazardous waste construction projects. Analyze and evaluate the whole process of production, collection, storage, transportation, utilization and disposal of hazardous wastes, strictly implement various legal systems for hazardous wastes, improve the standardization level of environmental impact assessment for hazardous wastes in construction projects, and promote the standardized supervision and management of hazardous wastes.


2. Industry development


2017 is an important year for the full implementation of the 13th Five-Year Plan. It is a year of deepening the structural adjustment, transformation and upgrading, and it is also a year for the gradual implementation of “strengthening solid waste and waste disposal”. The types of wastes involved in the solid waste treatment and utilization industry include general industrial solid wastes, industrial hazardous wastes, medical wastes and domestic wastes. The industries involved are numerous and large in scope.


The treatment and utilization of solid waste involves the adjustment of industrial structure, the construction of municipal infrastructure, and the improvement of detection/monitoring/supervision capabilities. In 2017, with the cooperation of governments, enterprises, and industry associations, solid waste disposal and utilization have been fully improved. Among them, the government is increasingly strict on the supervision of hazardous wastes, and provides greater market space and better development opportunities for hazardous waste management and licensing companies.


In 2017, mergers and acquisitions in the hazardous waste industry took off and there were more than 20 mergers and acquisitions. At the same time, due to the imbalance in supply and demand of hazardous waste treatment, the industry's gross profit margin in 2017 is higher than that of other solid wastes, up to 50%.


In terms of domestic waste disposal, incineration power generation has been rapidly developed during the year, and more than 50 domestic waste incineration plants have been newly put into operation. As of the end of 2017, about 303 domestic waste incineration power plants have been built and put into operation in mainland China, with a total processing capacity of 304,000 tons/day.


In terms of information disclosure and disclosure, a total of 214 large and medium-sized cities across the country released information on prevention and control of solid waste pollution in 2016 to the public in 2017. The key technology of rotary multi-stage pyrolysis incineration of hazardous waste and collaborative control of pollutants won the 2017 National Science and Technology Progress Award (second prize).


The Ministry of Environmental Protection issued the “Announcement of National Advanced Pollution Prevention Technology Catalogue (Solid Waste Disposal and Treatment)” in 2017, of which 15 items are for technical promotion and 14 items are for technical demonstration. The representative technologies for winning the typical and large-quantity solid wastes such as hazardous waste, household garbage, food waste, medical waste, and household garbage incineration fly ash are as follows:


(I) Key Technologies for Rotary Multi-stage Pyrolysis Incineration and Pollutant Cooperative Control of Hazardous Wastes


The technical characteristics are based on the research and application of technologies that aim at the reduction and harmless disposal of hazardous wastes. The key technologies are implemented in the rotary multi-stage pyrolysis incineration of hazardous wastes, the control of incineration pollutants, and the compatibility of multi-modal hazardous wastes. breakthrough. The project technology is widely applicable to the safe disposal of hazardous wastes of complex components with Chinese characteristics.


(II) "Mechanical Biological Pretreatment of Domestic Garbage and Co-processing Technology of Cement Kiln"


The technical feature is the use of hot-plate stove as incineration equipment, high temperature inside the furnace, full combustion; the use of crushing + aerobic biological fermentation + mechanical extrusion dehydration pretreatment process, reducing the garbage into the furnace water, improve the waste calorific value, and The advantages of RDF treatment technology with high water content, complex morphology, and large size are outstanding. The effect of coal saving is outstanding. The treatment system is stable and has little impact on the quality of cement products. The scope of application of this technology is that the cement kiln co-disposes domestic garbage (the quality of the added domestic waste does not exceed 30% of the total mass of the incoming kiln), and the new dry cement kiln with a single-line clinker production scale ≥ 3000 t/d.


(3) "Two-phase Anaerobic Digestion Treatment Technology for Food Waste"


The technical feature is the use of hydrolytic acidification and anaerobic biogas separation to avoid the problem of excessive acid production and system instability caused by food waste. The use of a special stirrer and tank design prevents the accumulation of scum and accumulated sand in the tank. Make sure that the tank is not clear for 10 years. This technology is suitable for the treatment of organic waste such as kitchen waste.


(D) "medical waste high temperature dry heat sterilization technology"


The technical feature is that the thermally conductive oil is used for the turbulent movement by using the flow guiding pieces in the sandwich of the cooking pot; the temperature gradient in the sterilization chamber is small, the heat transfer efficiency and the sterilization efficiency are improved; the medical waste is broken and then enters the cooking pot , It can fully absorb the high-temperature heat of the thermal oil and has a good sterilization effect. The technology is applicable to the sterilization of medical waste with a treatment capacity of 5t to 10t/d.


(5) "Co-processing of Domestic Garbage Incineration Fly Ash in Cement Kiln"


The technical features are integrated key technologies such as fly ash counter-current rinsing, air drying, high-temperature calcining of cement kiln, multi-stage filtering and evaporative crystallization of ash washing water, and the innocuous fly ash is harmless, reduced and resource-based. The scope of this technology is the co-processing of municipal solid waste incineration fly ash from cement kilns with a single-line clinker production scale of 2000 t/d and above.



Second, the industry development outlook in 2018

As environmental protection policies continue to increase throughout the country, the solid waste treatment and utilization industry will usher in a period of rapid development in 2018 and will continue to expand from the following aspects. The first is to speed up the construction of the domestic solid waste recycling system, establish and improve the producer responsibility extension system, promote urban and rural domestic waste classification, and increase the recycling efficiency of domestic solid waste. The second is to continue to vigorously promote the solid waste recycling work and improve the solid waste resource utilization equipment technology level. Encourage and support enterprises in joint research institutes and universities to carry out R&D and industrialization of solid waste treatment and utilization equipment.
